Purpose

The Facilities and HSE Supervisor is responsible for managing and maintaining the facilities of the campus, ensuring they are safe, compliant with all relevant regulations, and supporting the well-being of students and staff. The Supervisor will support in the development and Implementation of Health & Safety best practices and measures to ensure a safe and sustainable teaching and learning environment. The Supervisor will play a critical role in providing a high-quality service standard not limited to Cleaning, Security, Student Transportation and Student Accommodation.

The position is based at Middlesex University Dubai, United Arab Emirates.

Principal Duties and Accountability

Facilities Management:
Oversee the maintenance, upkeep, and efficient operation of all company-owned or leased properties, including office spaces, Teaching spaces, social areas, and other facilities.
Collaborate with vendors, contractors, and service providers to ensure timely and cost-effective repairs, renovations, and maintenance activities.
Develop and implement policies and procedures for effective facilities management, including disaster recovery plans.
Introduce robust preventative maintenance plans to support the campus delivering a safe teaching and learning environment.
Manage the campus renovation projects, working with the contractors to ensure a smooth and efficient execution of works.
Take the lead of liaison with the landlord to ensure a strong relationship is built.
Manage the University leases and renewal process with the internal and external teams to ensure we are on track.
Lead of the reporting and measurement of effective facilities management. Developing 3rd party tracking, monitoring and implementation.
Lead on the policy and best practice implementation for the department, working closely with all departments.
Manage the facilities management service desk system to ensure response times are continuously reduced.
Manage the replenishment of facilities management equipment and consumables.
Lead on the University asset management register, ensuring regular monitoring and updates are completed.
Lead the 3rd party meeting and reporting process to ensure effective and efficient working against set KPI’s.
Health, Safety, and Environment (HSE):
Support in the implementation of health &safety, practices and processes to ensure compliance with all relevant regulations.
Partake in regular audits, inspections, and risk assessments to identify and address potential hazards and risks.
Support the HSE Officer to establish and maintain emergency response plans, including evacuation procedures, first-aid facilities, and incident reporting protocols, from a campus and estate management perspective.
Accommodation and Transportation:
Coordinate and oversee the Student Accommodation provision, including addressing student concerns, health, and safety issues and ensuring appropriate living conditions.
Manage Student Transportation logistics, including commuting options, shuttle services, or any other transportation-related needs.
Cleaning and Campus Logistics:
Supervise the Cleaning Staff and ensure all facilities are clean, well-maintained, and conducive to a safe and healthy working environment.
Develop and implement cleaning schedules, procedures, and standards.
Security:
Oversee security operations to safeguard the University’s assets, Students, employees, and visitors.
Collaborate with security personnel or service providers to implement access control measures, surveillance systems, and other security protocols.
Liaise with the landlord’s security teams and ensure regular meetings take place to keep abreast of plans within the campus facility.
Compliance and Reporting:
Stay current with relevant laws, regulations, and industry best practices related to facilities management, HSE, accommodation, transportation, cleaning, and security.
Prepare and submit reports to regulatory agencies as required.
Maintain all relevant documents in both soft and hard copy format as required.
Budget and Resource Management:
Develop and manage budgets for facilities management, HSE programs, accommodation, transportation, housekeeping, and security functions.
Evaluate and negotiate contracts and service agreements to ensure cost-effective solutions.
Employee Training and Development:
Conduct training programmes in conjunction with the HSE Officer on Campus health, safety, and environmental policies and procedures, as well as Cleaning and Security protocols, for all students and staff.
Foster a culture of safety, cleanliness, and security awareness among all students and Staff.
The Facilities and HSE Supervisor is instrumental in developing initiatives to meet the continuous changing needs of students and staff.

RequirementsQualifications Required

Minimum bachelor’s degree or equivalent in a Facilities Management or related field
Project management and Health and Safety certified
NEBOSH is preferable.

Disposition

The post holder will need to be calm and effective in dealing with students, staff, faculty, and visitors to the University and efficient in dealings with external bodies and personnel.

The post holder will need to convey confidence and positivity to members of the public, staff and students.

Good listening skills and an ability to establish effective routines for excellent communication with all members of the team to maximise productivity.
Strong oral and written communication skills with well-developed presentation skills – Intermediate computer skills in Microsoft Office
Ability to work a varying/flexible schedule to readily respond to student and facility concerns.
Willingness to work seasonally longer hours, including frequent evenings and weekends when necessary.
